Well are they? Personally if I was driviv' a fuel and/or ammo tanker, I would want some protection.  No, I'm not talkin' 'bout missle launchers and cannons, but some machine guns or something simmilar would be a bit reassuring.

Depends on the design.
Some can be unarmed/unarmored due to not being utilized in hostile areas, well others may be equipped for low intensity warfare.
