Location: A Hollowed out Mountain, in territory no corporation claims.
Purpose:  To Provide a base of operations for those who would enforce justice for the highest bidder, to house the black market, provide shelter for those who can pay the price, and provide a quiet place for meetings behind the scenes.
Faction:  Nuetral. (for one cannot dispense justice for a price if you owe fealty to any corp)

The ideal for And Justice for All is based on a scrap on an ancient manuscript that was unearthed back on earth by the then archeological expert Jack Render.  This scrap of paper was sealed in a small glass case and passed down through the last 5 generations of the Render Family, the only other information is that it was found in what used to be North America.  With as many injustices that are readily apparent it was decided to create a haven for those who dislike corporate rules, regulations, and most importantly the schism between the working class and the corporate elite.  How can one rise to his or her own greatness if they are bound in the lower classes of a corporation forever?
Undermount is heavily patrolled by The Guardians of Justice, a group of like minded individuals who are sworn to keep the peace with lethal force if necessary.  No fighting is allowed at all inside Undermount, as fighting and backstabbing aren't good for the growth potential of the people who are conducting business there, and it brings unwanted attention.  Undermount is a secretive place, and those who would speak of it in the open usually have a tendency to dissapear, "What happens here, Stays here"  is the motto of the people who live and conduct business in Undermount.
Everything is available for a price through the dealings of Undermount, anominity is the reason, and the option to rise as far as you can dream is the purpose.
Justice for All who enter Undermount is readily given, Those who follow the laws are allowed to do as they please.
Those who would cause corruption, deceit, and hatred are disposed of.

<sidenote>  Yes you would normally think a secretive place such as this with black markets, bounty hunters, clandestine meetings, etc would be a foul and corrupt pit of hell.  This is not the case here, Undermount is governed by a strict set of rules put in place by the founders.  These rules are also rabidly enforced by the Guardians of Justice.

1. No weapons are allowed past the Hangars carved into the base level of the mountain.
2. None shall die from anything but natural causes while inside Undermount, if it is found otherwise, the perpetrators heads are removed and placed on pikes.
3. Theft is punished by spending time with the "hollowers" with a hammer and chisel. (those who are expanding the internals of Undermount)
4. The most important rule of all, Bust a Deal and You lose all assets and are removed from undermount permanently.

(design basis coming in a future post)

This is the Pic I drew up, yes it's horrible, but it's the general idea.

Nice start here. The visual for the design also helps us get a clearer picture of what you're thinking, so it is greatly appreciated.
